Controversial Waqf Bill In Lok Sabha: Does BJP Have The Numbers?

India News India News

Introduction

The Lok Sabha is set to witness intense debates as Minority Affairs Minister Kiren Rijiju introduces the Waqf Amendment Bill. The proposed amendments to the Waqf Act of 1995 have sparked heated political exchanges, with opposition parties strongly opposing the legislation. The government, however, insists that the amendments aim to improve the management of Waqf properties in India.

What Is the Waqf Amendment Bill?

The Waqf Amendment Bill seeks to make significant changes to the 1995 Waqf Act. According to the Centre, the bill will enhance transparency and improve the management of Waqf properties across the country. However, opposition parties have alleged that the government has not considered their suggestions, and the bill is being rushed through Parliament.

Political Battle Over the Bill

The bill has led to a fierce political battle between the ruling Bharatiya Janata Party (BJP) and the opposition, including the Congress and its allies. The opposition claims that the Joint Parliamentary Committee (JPC), which reviewed the bill, ignored suggestions from non-BJP members. As a result, opposition MPs argue that the government is trying to pass the bill without a proper consensus.

Key Political Stances:

  • BJP’s Stand: The ruling party argues that the bill is necessary for better governance of Waqf properties and to prevent misuse.
  • Opposition’s Stand: Congress and other opposition parties claim that the bill is unfair and could have serious consequences for the rights of minorities.

Does BJP Have the Numbers to Pass the Bill?

The BJP, with its 240 MPs, along with key allies such as the Telugu Desam Party (TDP) and Janata Dal (United) (JDU), has a strong numerical advantage in the Lok Sabha. The National Democratic Alliance (NDA), led by the BJP, is expected to secure 295 votes, surpassing the majority mark of 272.

Meanwhile, the Congress and its allies hold around 234 votes and are trying to gather support against the bill. However, the numbers indicate that the BJP has a clear majority and is likely to push the bill through the Lok Sabha.

Concerns from Minority Organizations

The All India Muslim Personal Law Board (AIMPLB) and other minority organizations have strongly opposed the bill. According to them, the proposed amendments contradict the fundamental rights enshrined in the Constitution and could negatively impact Waqf properties.

Key Contentious Changes in the Bill:

  1. Non-Muslim Members in Waqf Councils: The bill allows for the inclusion of non-Muslim members in the Central Waqf Council and Waqf Boards.
  2. Government Property and Waqf: If a government property is identified as Waqf land, it will cease to be Waqf, and the ownership will be determined by the District Collector.

TDP and JDU’s Position

The TDP has expressed support for the bill but reassured the Muslim community that its leader, N Chandrababu Naidu, is committed to their welfare. The JDU, while backing the bill, has urged the government not to implement it with retrospective effect.

What Happens Next?

The Lok Sabha has allocated eight hours for debating the Waqf Amendment Bill, with the possibility of an extension. If the bill is passed in the Lok Sabha, it will then be tabled in the Rajya Sabha for further discussion.

Conclusion

The Waqf Amendment Bill has become a flashpoint for political and religious debates in India. With the BJP-led NDA holding a majority, the bill is expected to pass in the Lok Sabha. However, its impact on Waqf properties and minority communities remains a point of concern. The coming days will determine the future of this controversial legislation and its implications for Waqf governance in India.
