Goa CM Addresses Concerns of Taxi Unions Over Draft Aggregator Guidelines

In June 2025, Goa Chief Minister Pramod Sawant clearly stated in Panaji that the state will not allow cab aggregators like Ola and Uber to operate, amid rising tension among traditional taxi operators.

The announcement follows widespread protests and objections from local taxi unions over the recently published Goa Transport Aggregator Guidelines, 2025.

Speaking after a meeting with Mandrem MLA Jit Arolkar and Calangute MLA Michael Lobo, CM Sawant said,

“People should not create confusion. Ola and Uber are not coming here. These are just guidelines for aggregators. We will resolve the issue by taking everyone into confidence — including taxi owners, hoteliers, and MLAs.”

Last month, the state government released draft guidelines outlining a regulatory framework for app-based taxi and bike taxi services. These include details on licensing fees, fare structures, and incentives aimed at streamlining the transport sector.

However, local taxi operators strongly opposed the move, fearing the guidelines could open doors to national aggregators and threaten their livelihood. Hundreds gathered outside the Transport Department office in Panaji to submit written objections to the draft.

MLA Jit Arolkar emphasized the taxi unions’ fears:

“If private app-based aggregators enter the state, many taxi businesses will shut down. The Chief Minister has assured us that no such platforms from outside Goa will be allowed.”

MLA Michael Lobo added that the taxi operators have requested the government to suspend the draft guidelines until a broader discussion is held:

“A meeting will be convened with all MLAs from the coastal constituencies and stakeholders before finalizing the guidelines.”

While the state maintains its commitment to digitizing transport services and implementing a uniform fare system, the Chief Minister’s reassurance brings temporary relief to traditional taxi operators who have long dominated the Goan tourism landscape.
