Assam Introduces Stricter Laws for Private Universities and Coaching Centers

The Assam government has introduced two new Bills aimed at tightening regulations for private educational institutions in the state. The proposed amendments seek stricter scrutiny of private universities and coaching centers to ensure transparency, security, and ethical practices in the education sector.

Stricter Regulations for Private Universities

Education Minister Ranoj Pegu introduced The Assam Private Universities (Amendment) Bill 2025 in the state assembly. The Bill mandates that any private university seeking to establish itself in Assam must obtain a security clearance report from the Home and Political Department. This report will assess the antecedents and precedents of the university’s sponsoring body before granting approval.

The amendment comes in response to controversies surrounding the University of Science & Technology Meghalaya and its chancellor Mahbubul Hoque, who was arrested for alleged malpractices in CBSE Class 12 examinations conducted in a school run by his trust in Assam.

Additionally, the Bill includes a provision stating that universities “shall not involve in any activity relating to the conversion of students, faculties, and staff” and must maintain a secular character.

New Regulations for Coaching Institutes

Alongside the university amendments, The Assam Coaching Institutes (Control and Regulation) Bill 2025 was also introduced. Key provisions include:

  • Mandatory registration of coaching centers with the District Commissioner.
  • Prohibition on misleading advertisements and false promises of guaranteed rankings.
  • Requirement for teachers to have at least a graduation-level qualification.
  • Engagement of psychologists and counselors for student mental well-being.
  • Restrictions on conducting coaching classes during school hours.

Violations of the Act will result in a ₹1 lakh penalty for first-time offenders, while repeated violations may lead to cancellation of registration.

The Bills will be discussed in the Assam legislative assembly next week. If passed, they will bring significant changes to private education institutions across the state.
