First Major Transfer Drive Since New DGP Nalin Prabhat Took Charge
In a significant administrative move, the Jammu and Kashmir Government on Thursday night announced a massive reshuffle within its police force, transferring 17 Indian Police Service (IPS) officers and 96 Jammu and Kashmir Police Service (JKPS) officers across the Union Territory. This marks the first major shake-up since Nalin Prabhat took over as Director General of Police (DGP) in October last year.
Reshuffle Affects Key Divisions
The large-scale transfer exercise touches almost every aspect of policing in the Union Territory — from field-level operations to forensic departments and special security units.
The government had shifted over three dozen officers in a similar move last November, but it now sees Thursday’s reshuffle as a more comprehensive attempt to reorganise the police force under the new DGP’s leadership.
Key IPS Transfers
- The government has appointed Uttam Chand, a 2002 batch IPS officer, as IGP (Police Operations and Services) at Police Headquarters.
- The government has transferred Sarah Rizvi, DIG IR Jammu, and posted her as DIG Udhampur-Reasi range, replacing Rayees Mohammad Bhat, who now takes over as DIG CID Kashmir.
- Sheikh Junaid Mehmood and Umesh Kumar will now serve as DIG IR Kashmir and DIG Training at PHQ, respectively.
Other notable changes include:
- Raghav S. as SP Tech CID Headquarters, replacing Amritpal Singh, who becomes SSP Anantnag.
- G V Sundeep Chakravarthy, earlier SSP Anantnag, is now the SSP Srinagar.
- The government has assigned J S Johar as the in-charge Director of Police Telecommunication.
- Sanjeev Kumar Yadav becomes SO to IGP Technical Services.
- Ajaz Ahmad Bhat will now serve as SSP Traffic City Srinagar.
- Ranjit Singh Sambyal posted as Principal, Police Technical Training Institute (PTTI), Vijaypur.

- Divya D has been named SP, State Investigation Agency (SIA), Kashmir.
- Tanushree moves to SIA Headquarters, Kashmir.
- Bisma Qazi appointed Commandant, JKAP’s Second Women Battalion.

- Suhail Munawar Mir appointed as Commissioner, Civil Military Liaison.
- Ramesh Kumar Angral becomes Director, Kashmir Home Guards.
- Mohammad Arshad named Director, Home Guards, Jammu.
- Tahir Sajad Bhat posted as Additional Director, SIA.
- Imtiyaz Hussain Mir becomes Director, Civil Defence & SDRF, Kashmir.
- Mohammad Arif Rishu will now head as Principal, State Training Centre (STC), Talwara.
- Abdul Waheed Shahhas is the new SSP, Economic Offences Wing, Srinagar.
- Shamsher Hussain posted as SO to IGP Jammu Zone.
- Ashok Kumar Sharma appointed Commandant, 4th (Security) Battalion JKAP.
- Atul Sharma becomes Commandant, 19th Battalion IR.
